Chapter 1 is focused on restoring economic dynamism, whereas Chapter 2 reviews the progress made since 2001 - 2003 and looks at the prospects for the year of 2004 -2005. The third chapter is on the implementation of economic policies. The next chapter was primarily on human resources. Chapter 5-12 was on key economic sectors. Sustainable development is the primary issue on the final chapter.

Shadowed by events of Mei 1969, Second Malaysia Plan (1971-1975) introduces the New Economic Policy (NEP) to "eliminate the identification of race with economic function". Structural changes are implemented mainly in Commercial and Industrial Community. This is to achieve the goal for greater participation by Malays and other indigenous people by 30% in all scales of operation and management.
